[Info-vax] SOMETIMES an extra line to SYS$OUTPUT

I have a very simple procedure which produces an extra line of output, 
but only when verification is turned on and only in interactive mode.  
In batch mode (whether verification is on or not) there is no extra line 
and interactively there is no extra line if verification is turned off.

Why?

I'm pretty sure that this is a generic problem and not an oddity of 
whatever I'm doing, so I'm asking this general question first.  I can 
post an example if necessary.

Even stranger: If I start the procedure with

   $  SET NOVERIFY

and turn on verify before running it, then as expected I see the line 
above but no lines from the procedure itself THOUGH IT STILL PRODUCES 
THE EXTRA LINE!
