[Info-vax] <datetime>_<username>-<randomstring>.TCPIP_<nodename> files?

On my system disk, I have a bunch of files like:
  12022715242659_MANAGER-B8CE5.TCPIP_IL;1
with the format
  <datetime>_<username>-<randomstring>.TCPIP_<nodename>

Are these files created by some TCPIP process?  If so,
how do I find out which one?

Or should I look at some user process?
