The TCPIP services database is an indexed file in sys$system which
contains the stuff you see with SHOW CONF in the TCPIP utility.

There is a logical name which points to the file (forget its name, my
alpha is currently down)

Individual services have their .conf file(s) in their own directory. But
the SMTP software still looks at the SMTP record in the TCPIP
configuration database.  (the record is tied to a service and and a node ID)

You can have a clusterwide service database. And you can have one in
each node.
