OK, thinking about it, the TOP_HEADERS would be done by the receiver
when a message arrives.
The pop server doesn't need to know this because it needs to be able to
also parse native VMS messages without RFC822 headers and synthetise
headers if there are none.
Mr Vaxman, if you gosub MAIL and extract a message to tt: , do you see
the RFC822 header at the top ?
Also this has apparently been fixed, but it used to be that if you had a
line longer tan 255 characters in the RFC header, the SMTP receiver
woudl split the line in two, causing an invalid RFC header and the POP
server would then synthetie a new header and use that one as part of the
message contents (making it impossible to parse attachements)
