In that case, you need to try to let the alpha auto-negotiate the link,
or try with the alpha forcing link into a specific state (100mbps with
full duplex) and see if that makes a difference.

If it is the autonegotiation which fails, then by telling the alpha to
not autonegitiate might force the switch to accept what the alpha wants.

Alternatively, if the alpha doesn't auto-negotiate, the switch may not
accept a fixed config from the alpha and fail with autonegotiation
