ISTR that some country changed from "keep left" to "keep right".
Maybe it was Japan.  ISTR also that all vehicular traffic with the 
exception of emergency vehicles was prohibited while "Keep Left"
signs were changed to "Keep Right" and any other changes required.

AFAIR The change took place without casualties.
