   He actually claimed that he helped fund it's invention.  Which he
   did, since he was one of many in Congress that voted "aye" on the 
   funding of projects that included early network research.
   
   Many congressman of the day, of course, could make the same claim.
   Even Republican'ts used to vote "aye" on such things.
