It works reasonably well, but it can't do miracles.  In particular, if 
the target version of VMS does not support a routine used by the 
executable, this utility won't help you.

I originally developed this to support programs built on VMS 5.2 that 
had to run on V4.7.  It has been tested back to VMS 4.0.

I most recently used it to support programs built on VMS 6.2 that had to 
run on V5.4.

Download it and take a look at the README.TXT file.
