Yes because the operator log is written to only once OPCOM starts.
Cluster formation and waiting for quorum messages are sent to OPA0: but
not logged to operator.log because they happen well before the boot
proceeds to where operator.log is written to.

I believe that the error log is perhaps the first log file to see any
messages after booting begins.
