This is not the case, at least in the Linux world.

All current versions of RedHat Linux and their clones come with SELinux
fully integrated. I have it enabled on all my internet facing systems,
both at work and on personal machines.

The MAC policies work pretty well out of the box. I sometimes have to
write additional policy rules for custom services, but that's not too
difficult to do.

I don't know what other distributions have it integrated as my preference
is for RedHat based distributions.
