As Steven says, please clarify what you mean by decserver and by
reachable.

If all that matters is basic network reachability and basic
responsiveness, then reasonably recent DECservers and DEC servers are
as far as I recall all in principle capable of talking SNMP, and thus
you could use the same network management magick as you use to manage
the rest of your network gear. Don't expect this to work on antiques
(e.g. DECserver 100) though.

There are lots of other options too, given more info on your actual
interests. TSM, as suggested by Henry, is a good one which *should*
work on a DECserver 100.
