[Info-vax] SimH 3.9-0 released

V3.9-0 of SimH has been released and is available on the SimH website,
http://simh.trailing-edge.com.

This release includes numerous functional improvements and bug fixes.
VAX users are encouraged to move to the new release, as it is the
first version to pass AXE (VAX architectural exerciser) testing, which
exposed subtle bugs in some of the floating point instructions.
