The file referenced on that page is:

http://simh.trailing-edge.com/sources/simhv39-0.zip

Perhaps stating the obvious here, but for those intending to use command
line unzip to unpack the file, the zipfile doesn't contain any top 
directory details, so by default will simply unpack the contents in your 
current directory.

IOW create a simhv39 directory and unpack into that.
