   I long ago found I can never rely on how Windows does things.  So
   when I must use Windows, I take what it does as what it does.  And
   on the very rare occaision that I have to program on Windows I
   use cygwin and let the good folks who do cygwin keep up the fight
   with how Windows changes.  The cygwin API is stable.
