ISTR coming across a similar performance difference with FTP between VMS 
and OS X.

It might not be just FTP of course.  I have definitely achieved better 
performance on large files by tweaking the RMS_EXTEND_SIZE dynamic SYSGEN 
parameter or using SET RMS_DEFAULT/EXTEND_SIZE.
