Yes, I know a couple of these folks.

A non computer savvy friend suffered an attack by similar scamsters.  
They even had the cheek to get angry with him when he refused to pay and 
hung up telling him that they had bricked his machine and he'd need to 
buy another.

Windows 7, admin account, no password, no router.

A simple restore from the original DVD got him going again.  This time 
with a password and a router on order.
