I was referring to Nomen Nescio's mention of ZoneAlarm and Kerio, both of 
which run on Windows and can block incoming and outgoing connections.

Kerio - was a free Windows firewall available several years ago, and IIRC 
recommended by Hunter Goatley.  A brief search indicates that it has been 
discontinued in favour of paid versions.
