Something which might help is to have the DECserver advertise itself as a 
LAT service, then if you see the service vanish, you know to go looking. You 
can test for the presence (or absence) of the DECserver LAT service on a VMS 
machine from DCL by using LATCP SHOW SERVICES every so often - and parsing 
the output (or using PIPE).

I've always set DECservers up to do that, then it's easy enough to monitor 
their presence or absence.
