   A .0 release that is just bug fixes?

Yep.  We were at V2.9 and didn't have anywhere else to go.  The longstanding 
debate is what comes after 9.  Is that V2.91 or V2.A or something else. 
PCSI is a little more forgiving, but VMSINSTAL tied our hands for years. 
Also, much of the internal paperwork for submitting a product didn't like 
either ".91", ".A", ".9.1", etc.
