My take:

What is left of the VMS customer base (the one that HP knows/cares
about) don't really need IPv6 because those machines are not exposed to
the internet, don't serve china and probably have encrypted VPNs between
sites already. (with encryption done by the routers, so not needed at
VMS level).

So, with reduction of available man-hours for VMS maintenance, you cut
stuff your customers have already found a solution for (aka: encrypted
VPNs).
