I'll have to dispute that.  Before I went to DEC in 1983, I worked at the 
Oak Ridge National Laboratory in the Fusion Energy division.  We had a 3 
KL10 CPU TOPS-10 system (SMP running 7.03 or 7.04 if I remember correctly). 
It supported several dozen physicists running all sorts of Fortran codes. 
Worked great.
