Definitions vary, but Lisp has quite a bit to offer the "yes" side of 
this question.
  * CONS cells naturally build other data structures
  * it is a garbage collected system
  * if offers first class functions and closures
  * condition handling
  * bignums
  * (real) macros

There are many languages still considered "high level" by some which do 
not offer these facilities.
