Yes, that explains it:

$ dir b,c

Directory DISK$SCRATCH:[HELBIG.TEST.TEST]

B.B;1               C.C;1

Total of 2 files.
$ dir c,b

Directory DISK$SCRATCH:[HELBIG.TEST.TEST]

C.C;1               B.B;1

Total of 2 files.
