Maybe they had version 0, or even version -1, running internally
before it was ready for customers.

If you want the OS and hardware ready at about the same time, you have
to be able to run the OS under emulation until the hardware is ready.

There are stories of running OS/360 emulated on 7090s. (It is easier to
emulate 32 bit systems on 36 bit hosts than the other way around.)

It would be interesting to know if there were VAX emulators
running on PDP-10s before VAX hardware was available.
