LPR/LPD is not how DCPS is usually configured.
Which vendor and model of printer? A Xerox printer of some sort, apparently.

Then your printer auto-senses and auto-switches, and which means you
don't necessarily need DCPS here.

DECps is completely different than DCPS. I'll assume that's a typo,
and you meant DCPS.

Again, using raw access is more common than LPD.

Off the top, I don't recall what the latest DCPS version is, but there
are much newer versions of DCPS around. You'll want to upgrade DCPS.

The U-word, again: upgrade DCPS. DCPS V2.0 and later are licensed with VMS.
I don't recall what the most current DCPS version is (nor what version
will work as fafr back as V6.2), but it has far better support for far
more printers.
And if you have a license for it, upgrade TCP/IP Services to V4.2 plus
patches, too.

AFAIK, no. There are some open-source tools around that can convert
various files to Postscript, though.
