My understanding was that the early bootstrapping was with cross-compilers 
on TOPS-20.  When I joined the compiler group in summer 1983, they were just 
disassembling the DECSYSTEM-20 used for BLISS-36 development and the prior 
cross-builds.  Everything was native built by the time I got there.
