Forget architecture, disks, locations.  What you describe above a) 
shouldn't be possible and b) should be avoided, since it can lead to a 
partitioned cluster.

Is there a quorum disk somewhere?

How many votes does each machine have?

(Not really relevant, but: are all boot servers, or are there some 
satellites as well?)
