Another perspective and example:

A client of mine has a similar requirement, except for the interconnect.  In my clien't case, the interconnect is a piece of fibre about 5 miles long.  We set up a 2-node cluster of Alpha DS10s with the primary set to 2 votes and the secondary set to 0.  The secondary node is essentially a disk server that hosts the third member of the disk shadow sets.  If the primary goes down, the secondary is rebooted as the "primary" without an active secondary.

           Primary Node               Secondary node
DKA0        system disk               shadow copy
DKA1-6      Data drives               Shadow copies
DKB0        system disk shadow        Secondary system disk
DKB1-6      Data drive shadows        spares (used when this becomes primary)

Dka0 on the primary has the boot root for the secondary machine as [sys1]
DKB0 on the secondary is essentially a copy of DKA0, but only [sys1] is used.

While crude, this allows for a constantly updated "system" where the only interruption is the time to detect the primary failure and the reboot of the secondary machine.  In this case, this works for the client becuase of other hardware that needs to be manually switched for the secondary machine to function correctly.  While not ideal, the main issue was not to lose data rather than worry about a short interuption in service.
