What version of VMS are you using? The reason I ask is that I recall 
being told years ago that this was considered a bug and had been fixed. 
So if you're using a recent version, there may have been an inadvertent 
reversion to the earlier behavior, and that would need to be fixed.

I'd recommend a 3rd voting node in a 3rd location. With 8.4 and IPCI, 
this could even be an emulator running VMS on a PC anywhere out on the 
IP network.
