MOUNT will issue a diagnostic for the missed labels, but will otherwise work.

And MOUNT /FOREIGN intentionally doesn't care.  It's explicitly coded 
to OpenVMS software to access a foreign-format disk.

No, you don't.

COPY works just fine for block transfers from foreign-mounted media.

Yes, you can even COPY from floppy to floppy, if you have dual floppy disks.

There are some latent (simplistic) disk image replication and disk 
image block-editing tools in VMS, too.
