Use the VMS SYSTEM user when you're doing this sort of database 
administration.  (Use of the system-level user was explicitly mentioned 
in some of those replies I'd linked to, when you're attempting to 
override access.)

Better, wipe the disks and reinstall from distros, and don't deal with 
ancient software unless you have to.

You're going to have enough "fun" with that Jensen box, anyway.

Or sign up for OTN, and go ask the Oracle folks in their own fourms.  
If you're allergic to OTN for some reason, then try asking over in the 
comp.databases.oracle.server group.
