Nope.

BACKUP (/PHYSICAL, /IMAGE, etc) uses existing sectors, and doesn't read 
raw track data.

The closest analog (via VMS APIs) would likely be via an 
IO$_DIAGNOSE-level interface, if that's supported by both the driver 
and the underlying device.
