Yeah.  I've heard that one before.  Sometimes it's true, sometimes not.

The plan for upgrades for these "sometimes not" cases can arrives after 
(for instance) somebody suddenly develops a career-preserving need for 
encrypted backups, newer IP security features, or some other such 
requirement.  You know, the sort of upgrades that happen after your 
(unencrypted) backup tapes get lost on the way to the offsite storage 
bunker or such, and your (unencrypted) customer data ends up "loose" in 
the wild, but also somehow not managing to get your CIO fired for sheer 
incompetence.  Not that anything like that has ever happened before, of 
course.

Apply the patches, as a starting point.

Check the Fortran code, too, as that could well be losing the plan.

Plan for an occasional or periodic ANALYZE /DISK /REPAIR, too.
