MOP itself will work with "bits is bits" raw binaries plus a transfer
address. I once wrote a network exerciser where one PDP 11/73 booted
several others, clones of itself (raw exerciser image, no OS) using a
primitive implementation of MOP. MOP has extra features (load assistant
agent, load assistant parameter) used for booting VMS that aren't strictly
necessary.
Whether the Infoserver itself can do this, or Xinu can deal with this, is
another story.
