[Info-vax] OpenVMS Alpha V8.4 install from InfoServer-1000

I'm wanting to update a DS10L to OpenVMS Alpha V8.4 from my one of my many
InfoServer-1000s because the DS10L does not have a CDrom drive.  The DS10L
MOP loads APB_084 from an Alpha running DECnet phase V as the MOP server.
It boots to the menu where I can select the option to find services.  This
much does work.  However, when it boots from the InfoServer-1000's served
OpenVMS V8.4 distribution, it fails with:

%LOADER-F-NO_SUCH_IMAGE, the requested image cannot be located

It's looking for SYS$UTC_SERVICES.EXE.  If I ESS$LADCP BIND the service on
another of my systems and mount the CD, I see that the file is definitely
there!

FYI, I did try with the ESS$INFOSERVER on an Alpha to serve the CD.  The
DS10L never boots from it.  However, from running OpenVMS on the DS10L I
can ESS$LADCP BIND the server and mount it.

Am I forgetting something on the Alpha's SRM BOOT command???
