Oracle does not like to be managed from the SYSTEM account.
You just can't use an account with UIC group <= SYSGEN(MAXSYSGROUP)

It`s been over 10 years since I've been using Oracle 7.3 I have forgotten 
you couldn't do this from SQLPLUS back then.
