Of course. When the MOUNT command runs, then obviously the disk it is
on has to be mounted, so this disk is either the system disk, or a disk
which has already been mounted, and for that to happen, the system disk
has to be mounted.

Yes, this is as expected.
However, it is bad style to have more than one statement referring to
DSA1. There should be exactly ONE statement referring to it, the MOUNT
command. This defines DISK$label_name automatically, and optionally you
can define another logical name then. Use these logical names later on.
