OK, I just did my homework.
Here's verification of the mayor and restaurant sign part of the
story:

restaurant and he and his wife Mary, were instrumental in making the
city more business friendly, got rid of the annual Spring Break
Madness, and also spearheaded the creation of the Palm Springs
International Film Festival, now held each year in Bono's memory."
You can find many other such references saying pretty much the same
thing. So I think it's a pretty safe bet that he ran for mayor over a
sign. I could swear I heard on the radio that he fired the person who
refused him the sign -- but yes, I could be mistaken.
