Unfortunately there *is* a specific reason not to. This is the link
given under "I accept" on the Rdb download page:

Ownership and Restrictions We retain all ownership and intellectual
property rights in the programs. The programs may be installed on one
computer only, and used by one person in the operating environment

except the development of your application;

You can only develop and demonstrate applications, not actually use them.
IANAL but there's a world of difference between that and the various
non-commercial use only programmes out there such as the VMS Hobbyist
one.
