I appears that you can join as an Individual Member.

Provide company profile information and current email and phone number 
of one Key contact and one Technical contact.

Accept the program terms in the AllianceONE contracts.

Have at least one product or service commercially available, under 
development, or planned for porting to an HP platform.

product catalog current (to be updated at least annually upon membership 
renewal).

To register your company, we just need a few minutes of your time for 
you to tell us about your company, and the solution you offer our joint 
prospects and clients.

If you are an individual Independent Developer or Consultant, you should 
apply for Individual Membership; you will need to provide your current 
contact information.

HP will review your application and notify you regarding your
