FILES-11 is a rather generic term. ODS is the more stringent definition. 
But they are sometimes used rather interchangeably.

Both VMS and RSX implements FILES-11. However, RSX only do ODS-1 (well, 
sortof), while VMS on VAXen could understand ODS-1 but preferred ODS-2, 
and Alpha and Itanium deal with ODS-2 or ODS-5.

There might be a more official definition of what makes up "FILES-11" 
and "ODS-n" around, that I'm unaware of...
