I got that error from a plain 8.4 from the CD dist.
No UPDATE kits applied yet.

I do find a "setparams:" label in the AUTOGEN.COM on the CD...

 From the 8.4 CD:

$ sea $1$DGA2901:<SYS0.SYSCOMMON.SYSUPD>AUTOGEN.COM "setparams:"/numb
   6907  $setparams:

And 8.4 with UPDATE V7.0 :

$ sea sys$update:AUTOGEN.COM "setparams:"/numb
   6966  $setparams:

Seems to be a number of updates to AUTOGEN från 8.3 to 8.4
and some in the UPDATE kit(s). :-)
