Your most available "contact" would be who you received your license PAKs from.

With the OpenVMS hobbyist program, it'd be the folks that mailed you your PAKs.

You may want to evaluate your plans and strategy for your software with 
this platform in your present environment, given you have no support 
contract, no commercial licenses with year-to-year renewals as HP 
permits, apparently no formal contacts, probably little or no funding 
for purchasing same, and some compilers that aren't providing you with 
what you want.  This situation isn't without some appreciable 
operational risks.

Whether this evaluation leads to funding and to commercial licenses and 
formal support from HP, or leads to a port, or to some other 
resolution, or to a decision to maintain the status quo, is an entirely 
local decision of course.

In any case, if there are folks with dependencies here, you'll want to 
consider communicating these risks and your plans to your department 
chair, and to any supervisors and/or users of your software that might 
be involved here, too.
