OpenVMS 8.x and probably earlier versions contain the CRTL header file
text libraries. The ones supplied by the compiler are updates that are
only supplied if needed.
And as far as I know, a compiler license is not needed to read or use
the definitions in the text libraries supplied by the operating system.
If GNU C can use those headers as-is is a totally different question. I
do not know.
