I managed to dig up this post by Steve Lionel in 2006:

"Yes, the Intel Fortran compiler as of version 8.0 is a blend of the
DEC/Compaq Fortran 90/95 "front end" (language semantics) and the Intel
"back end" (optimizer/code generator).  All of the Compaq Fortran
front-end team moved to Intel in 2001, along with a number of the Compaq
code generator/optimizer people, though the "GEM" back end we used at
DEC/Compaq is not being used at Intel. ("Moved" in a virtual sense - we
didn't change physical location. Intel leased our office space in what
is now HP's Nashua, NH facility.  I like to joke that I've been in the
same office for 18 years working for three different companies.)"

To sum up, they moved in 2001 but stayed in the same offices.
