It was in C; I don't even know how much work would be needed before
the Fortran implementation in gcc will build on VMS (even as a
cross compiler).

I have only built a C only cross compiler so far; experience has taught
me that when bringing up gcc in a new environment to focus in getting
C-only to work first. The other languages can come later if one is so
inclined to work on getting them running. :-)
