Idea: Ask the person I was replying to who brought up that figure...?
Also, I find it about equally /likely/ that it would be anywhere near
or even over a (few) million. In fact, I'd even be surprised if it's
more than a few hundred grand. (Outsourcing to India and laying off
highly competent, former-DEC original developers/maintainers, doesn't
exactly scream *MILLIONS*!)
