MOUNT/SYSTEM/CONFIRM DSAxxx:/SHADOW=(DDCUn:,DDCUm:) <volume-label> 

HELP MOUNT/SHADOW tells you all you need to know.

The shadowing software will say it wants to perform a full copy.  Make 
sure that target and source are correct (I've never seen this be wrong).
Don't let the -F- confuse you.
