Welcome, and thanks for asking. You've got the answer now from Simon.

As a little experiment, I asked 3 search engines
"How do I decompress vms system libraries?" (spot the os-specificness).

Google gave me relevant VMS doc pages (in html) in the first few hits. Neither 
bing nor duckduckgo were anything like as useful (putting it politely). Other
search engines are available.

VMS manuals are generally reliable, as are many VMS-related websites. Finding 
the right keywords can be a challenge but in this particular case the obvious 
search engine did the best job.

This is not to say "RTFM", more "be careful before assuming it's not on the 
Web" (plus, obviously, there is lots of useful stuff in the manuals once you
know where to look).
