Your terminal emulator or your host console configuration or your 
hardware system or your emulator — whatever configuration you're using 
here — are not cooperating with or not correctly set for XON / XOFF 
flow control.  Hence the data overrun error.

Here's one workaround: <http://labs.hoffmanlabs.com/node/259>.  Load 
the two or three core license PAKs for your particular architecture, 
then get the network going — and before you ask the next question in 
this series, configuring the network via TCP/IP Services uses the tool 
@SYS$MANAGER:TCPIP$CONFIG — and then transfer over the full list of 
PAKs, and register them.
